tested on RPCS v0.0.3-3-9c94956 Alpha

nearly playable with fps between 12-18fps with the following options 
---------------------------------------------------

PPU:Recompiler (LLVM)
SPU:Recompiler (ASMJIT)
Preferred SPU Threads: 1-2 (1 is smoother)
Check following:
    Lower SPU Thread priority
    Enable SPU loop detection
    Hook static functions
GPU: (Vulkan)
    Framelimit - 30
    Use GPU Texture Scaling

Tried the settings mentioned above and with defaults.. Game wants to install data to Hard Drive, but does nothing and just sits there. Same as Devil May Cry 4.

Notes:

Graphics perfect
Sound is good. Has stuttering in some parts of the game.
Solid 30fps throughout. Last chapter of the game did drop to 19 - 24fps sometimes.
Emulator crashed 3 times on my play through.

Playable 
Gameplay FPS is stable.  Graphic/Cutscene are well-rendered.  Sound/Effects are clearly working.  Local MP/Split-screen is working well.
