Are those specs fine for a good emulation?

I have an i7 5775C 4C/8T @ 4.2 ghz, a GTX 1660ti and 32gb of RAM. I'm trying to play MGS4. From what I can tell, all the videos on youtube that show playable footage of MGS4, all the users seem to be using an i7 8700k @ 5.0ghz+ and a 1080ti or 2080ti.
From my speculation, my broadwell i7 has similar IPC to 1st gen Ryzen. I've barely managed to get in game, but when I do, the frame rate counter says I'm getting FPS in the 20s, but it runs like I'm only getting single digit FPS. I've tried matching the settings that one of the youtubers listed in their video description, but it's still unplayable. I'm wondering if this is just a CPU limitation. I've been considering upgrading to a ryzen 3600 or possibly 3700x if I can save the money. Would that resolve the issue?
