GPU: GTX 1050 2GB VRAM
RAM: 8 GB (DDR3)
OS: Windows 10

Not really, the CPU is pretty bad

Hmmm, any good but budget CPU for rpcs3?

Depends on your budget, but the very minimum I'd recommend would be either R5 3600 at 210€ on the AMD side or i5-9500F at 200€ on the Intel side.

What about a Ryzen 5 1400 3.4 ghz?

Too low end, quad core Zen1 is pretty garbage

I haven't found a PC with the Ryzen 5 3600, I want to buy a PC that is already built. By the way, I'll search a bit further.

Edit:
I would be happy even with 30 fps smooth and 100% speed.

Prebuilt PCs are garbage, look for a shop that builds custom PC part lists and have them build a decent one for you.

I'm talking about 30fps stable for most games, which is the target of most PS3 games.
If you wanted 60fps on the demanding games you'd have to go for the highest end chips like 8700K or the Zen2 Octa Cores.

Online or physical shop?

Your preference, those stores usually sell both physically and online / through mail.
