Tom Clancy's Splinter Cell HD [NPEB00527]

I'm having trouble getting this title to work. It seems to just load forever. I've tried deleting the contents in the sav folder multiple times and with different settings but it just seems to be looping. waited over an hour on some attempts. Any advice would be appreciated. Thanks

Update: same issue with the other splintercell titles too , tried giving more folder access / firewall exclusions to no avail.
