Graphics improved significantly in latest build with Vulkan, even gets full speed 30 fps in small areas. Its getting close to playable. OpenGl seems to be broken now though
Happy to report that Resident Evil: Code Veronica X is now playable. 30fps most of the time with Vulkan. Drops to about 15-20 on some cutscenes(see screenshots) and areas with lots of enemies. Played from start to finish with no mayor issues. Sometimes game crashes on door animation when moving to new area, but nothing gamebreaking.
Your screenshots with low performance are from an earlier build, have you tried retesting these sections with SPU LLVM (and accurate xfloat off) to see if it helps with performance?

Reporting back. Tested with SPU LLVM, but performance stays mostly the same. I also checked OpenGL, but its sub 20fps most of the time.

Really? Because 95% of the time its locked 30 fps with nearly 0 incorrect graphics with Vulkan. What are the requirements for a game to be considered playable? Apart from being able to play from start to finish with no major issues. By the way, happy new year!

"Playable: Games that can be played from start to finish with playable performance and no game breaking glitches".
To me, if it's 30fps 95% of the time, that's playable for me.
I have this game, so I'll test it on my rig, see if it performs better.
