@xAgentG

·U {PPU[0xac] Thread (fiber worker) [0x00c8b9f4]} cellFiber TODO: cellFiberPpuHasRunnableFiber
Try loading cellFiber

Also, don't run several games in the same instance of the emulator. Run a game, close, save the log, reopen and run a game again.
Your log has stuff from
·! LDR: Title: OutRun™ Online Arcade
·! LDR: Serial: NPEB00073

·F {PPU[0x6a9] Thread (Demuxer[0x6a8] Thread)} class fmt::exception thrown: dmuxOpen::<lambda_c5d9be3d6cae12ed21adb310b6b1ef04>::operator ()(): dmuxEnableEs: unknown filter (0xe0, 0x0, 0x0, 0x0)
(in file C:\rpcs3\rpcs3\Emu\Cell\Modules\cellDmux.cpp:678)

Also try loading libpamf, libavcdec, libvdec, libdmux, libdmuxpamf
IF that gives you some kind of "function index not registered" error also try loading libdivx311dec, libdivxdec, libmvcdec, libsvc1d, libsjvtd, libsmvd2, libsmv4 (those are the libraries associated to libvdec afaik).

Wow got past loading screen and a cutscene started.

A few frames were animated, then the cutscene freezes but the subtitles continue.

Tried with everything enabled mentioned from Annie.

DX12/OpenGL tested.

I'm not sure if this one works while LLE loaded but try loading libgem.

Video decoding with the LLE libs is very bad (without them it doesn't render video cutscenes at all), you're ought to skip them when they appear by pressing X (Cross) or C (Circle) in your keyboard, see if you can get further.

Selected libgem but just stuck on the cutscene stating "credits 3" and "press the start button..." in the corner ; Didn´t appear to start the main level with or without. Did click circle and cross, didn´t go any further.

How playable is it once gameplay is reached?

Is this "Ingame" or "Playable"?
