You don't need that Vulkan runtime file shown in the screenshot of your issue on github with your 4060 ti.
Windows OS isn't case sensitive so a caps issue isn't the problem here.
The log from the Vulkan diagnostic tool is already in the attachment.

I update the logs after running DDU and reinstalling my NVIDIA Drivers. See attachment for updated logs.
