No, games have always had better performance on Xbox because this is more powerful.

But if you compare first party titles, the 360's best were well behind ps3's. for example the 360 halo games look like ps2 games compared to killzone 2 and 3 and nothing on 360 can touch the Uncharted series...but i refuse to get into console wars on such ancient hardware xD

it depends the cell cpu was hard to code so they did not utilized the features so the xbox was ahead.
