Hi, i want a new GPU to play ps3 games, i have Dell Poweredge r710, i want a low cost or old GPU for at least 60 fps 720p or 30fps 1080p

I don't know what's that, what CPU?
Either way, the bottleneck is the CPU, what you want is a GPU that is decent enough to support Vulkan with active drivers not bottleneck the CPU, if you want high performance in PS3 games you'll need a CPU upgrade.

For GPU, find anything that falls under the recommended requirements, I would say at least around GTX 1060 / RX 480 performance.

Based on what i foun here > https://www.dell.com/learn/sg/en/sghea1/...csheet.pdf , your computer is built more for professional workstation rather than gaming. Don't bother
with replacing gpu. Get a new computer that is built for games.
Desktop: Ryzen 7 3700X,   Nvidia GTX 1650 Super, 32Gb DDR4 3200MHz, Win10 Pro 64Bit 20H1
