Skylanders Swap Force Graphical Glitches when above 100% resolutution scaling

Is it possible to fix graphical glitches like this that happens when the resolution scale is over 100%? You can see that when the player is far away from the npc, the model becomes fuzzy.

100% resolution scaling gameplay with no graphical glitches.

Game: Skylanders Swap Force [BLUS31076] (I have seen Youtube Videos of this running at 4k and they dont get any graphical issues.)

Resolution scaling is considered to be a hack, not all games will work with it

It doesn't appear to be working in this video either (at least to me), I can still see a blur effect in the background

It might not be working completely as intended in the video, but the issue is so much worse on my end for some unknown reason.
