Huge temp file

I have a huge (32GB) file in my appdata local temp folder. What is this used for and is it safe to delete? Will this mess with anything in RPCS3?

My specs if they help/needed.

CPU: Ryzen 9 3900x
Ram: 32Gb
OS: Windows 10 Pro x64

It doesn't take up any space on disk. Explorer is misleading on sparse files. Right click the file and see the actual size on properties.
    Desktop: Ryzen 7 5800X,   Radeon RX 6800 XT, 2x8G DDR4 3600MHz, Manjaro Linux
     Laptop: Ryzen 9 5900HX,  Radeon RX 6700M,   2x8G DDR4 3200MHz, Manjaro Linux
Old Desktop: AMD FX-8350,     Radeon R9 280X,    2x4G DDR3 1600MHz, Manjaro Linux

Do i need to save that file if i reinstall windows 10? Cause i already got the folder for rpcs3 on another hard drive with the games installed.

RPCS3 will generate it after opening the .exe so no.
