The audio for the emulator doesn't seem to be working at all. I'm relatively new at this so maybe there's something obvious I'm overlooking, but everything I've checked seems to be in working order.

Enable write color buffers and set framerate limit to 30. Try XAudio2 too, but OpenAL may be better for buffering.
Otherwise, nothing else is wrong looking at the emulator itself, could be something on your OS. Your specs are too weak, so expect performance issues, even though the game is light to run.
