What is the minimum  single threaded performance of a cpu is needed to run rpcs3 properly ?

Recommended CPU requirements are on the Quickstart Guide
There is no way of effectively measuring what you asked and you're also asking the wrong question.
Rather, we provide a baseline of recommended specs on the guide.
