After updating RCPS3 to the newest update, fps had tanked tremendously. In the older update (it was 1 day and a half since I last played) with 60 fps patch on, the game can run at 28-40 fps with 60 fps in cutscenes and dungeons and 20+fps in areas with lots of npcs. After the updates, I get as low as 5 fps and 10-14 fps in my room. Its basically unplayable now to me compared to before. Here is my spec.

Your CPU is way too bad. I'm surprised you even got 20FPS at all.

What's the version that broke it for you in the first place?

Yeah, I'm surprised of it myself, but it was playable without causing any hitching tbh.

Its the newest 1 so far, 8745. I went back to build 8738 and the fps goes back to it used to be.

Probably some improvements made on the newest build made the emulator a bit more CPU intensive

We need to know what build causes that exactly, not a range of 5 builds
If it's the newest one why didn't you go back to 8697?

Because 8738 is the last known version where I had a stable fps. I tried downgrading 1 version down each time to no avail and finally reach the same level of performance that I previously had using 8738. However I had decided to once again update to the newest available version (8748) today and now the performance stays stable, its actually smoother now than before. (Mind you, there has been no driver/windows updates on my end prior to when the performance hitch happened)

Edit: Updated to 8749 and the performance had gone up. I think my problem can be considered solved. Thanks for responding!
