I have the ssl libraries in the emulator folder yet it gives me that message. Used to work fine a while ago.

You need OpenSSL 1.1 now
    Desktop: Ryzen 7 5800X,   Radeon RX 6800 XT, 2x8G DDR4 3600MHz, Manjaro Linux
     Laptop: Ryzen 9 5900HX,  Radeon RX 6700M,   2x8G DDR4 3200MHz, Manjaro Linux
Old Desktop: AMD FX-8350,     Radeon R9 280X,    2x4G DDR3 1600MHz, Manjaro Linux

On the quickstart guide, OpenSSL runtime

I have OpenSSL 1.1 libraries installed in RPCS3 folder, it gives me the same error. Even disabled Windows Firewall, no change

I even created a new directory from scratch, extracted the emulator files and openssl files, same problem . Even if I run as admin.

Difference is that I do not get the invalid enum or integer error.
using W10 v17134.
