Increasing CPU/GPU Utilization

Hello! 



First of all I want to say thank you to everyone who works on this project for their hard work. Being able to play NCAA Football '14 at high resolution and ~40-60fps is amazing! 



On to my question: the game runs relatively well, with fps ranging from 40-60 during gameplay, however I feel like my hardware could be pushed way further. My CPU utilization hovers around 60% and my GPU utiliziation is even lower, around 40%. 

I have tweaked the settings considerably (see screenshots below), but I'm wondering if there's anything I can do to try to get the utilization higher and push the FPS a bit more (a constant 60 frames would be the ideal).

CPU: AMD Ryzen 7 2700x

GPU: GeForce RTX 2080

Do not post base64 content, removed huge textwall of base64

Ryzen CPUs will stay around that percentage due to architecture limitations. Getting more CPU usage doesn't mean your game will perform better. If you want to increase GPU usage, just increase the Resolution Scale.
