OpenGL or Vulkan?

Hello everyone,

I wanted to know if someone can guide me about if there is any rule to use OpenGL or Vulkan, in my case for example, OutRun Online only works with Vulkan and not with OpenGL while in others only works in OpenGL and does not work in Vulkan, this last generates a crash on emulator that makes it impossible to finish the process from the task manager, It tells me something like "I'm not autorize to finish the process" and for make that i need restart the Pc.

Basically I wanted to know when to use OpenGL and when Vulkan, if there is any rule for that or is trial and error, thank you very much for your time!
