Is my PC not powerful enough?

As I manged to get the game RAIN running, I noticed that it stutters. Not much, but enough to make it too annoying to play it.
I literally tried all the options (I think), even changing my graphics settings in the NVidia panel to suit a lower performance, but it still stutters.

I am running WIN7 64 with 16GB RAM on a SSD 120GB HDD, GeForce GT 1030, motherboard i5 3470 @3.20 Ghz.

Is my machine not powerful enough to run this platform game?

The CPU is weak yeah plus there's no 'Rain' title on the Playable list
    Desktop: Ryzen 7 5800X,   Radeon RX 6800 XT, 2x8G DDR4 3600MHz, Manjaro Linux
     Laptop: Ryzen 9 5900HX,  Radeon RX 6700M,   2x8G DDR4 3200MHz, Manjaro Linux
Old Desktop: AMD FX-8350,     Radeon R9 280X,    2x4G DDR3 1600MHz, Manjaro Linux

Thanks, so with the game not being on the playable list, does that mean when I get a better CPU and graphics card it still wont run properly?

Depends on the reason why it's not Playable yet
If the issue is low performance and it runs better with better hardware, then it could run properly with high end hardware

After upgrading my system, it ran flawlessly.
