Clicked "rpcs3.exe " once time, nothing appears.
Clicked "rpcs3.exe " second time, this appears.

I searched the same problem on this forum, found out remove Afterburner can solve this problem, but after I removed Afterburner, the problem exist, and I don't use RivaTuner.

My display card is GTX 1060 3GB.

You need to fully reinstall your GPU drivers, seems like you have broken video entries.

Use DDU to uninstall your drivers, then install the latest driver version.

Try running it as administrator (right click icon -> "Run as administrator"). If that works, set it to always run as administrator by right clicking the icon, select Properties (at the bottom of the context menu), then Advanced (lower two thirds of dialog to the right) and then check the "Run as Administrator" check box (the only option available in this dialog) and then OK all the way out. The annoying thing here is that you always get the popup dialog telling you to read the Quickstart guide.
