If you play the World Cup final, by default it's being played with Adidas Brazuca Rio, which cannot be selected in-game, you need to play the final.
It's also the only ball encrypted not with Chunkzip, but more sophisticated EASF encryption.
The problematic file is in data2.big in /sceneassets/ball/ball_92.rx3 for model and ball_92_textures.rx3
The emulator however doesn't do well in reading this file, so instead, there is no ball, making the match unplayable.

maybe its not a popular game and people do not have it to test it or give a solution.   if there is a technical issue,  ask on their discord or better yet do a Issue report on the rpcs3 github issue page so it can be fixed, especially if it is a regression.
