Demon souls "problems"

Basically it says it runs at 30 fps but in reality it's really a choppy framerate, then also the sound sounds like it's being looped... keep hearing the same "pulsating" sound everywhere. I've tried comparing it on videos on youtube and they have it clear. 
Specs:
Amd ryzen 5  1600 3.2ghz (up to 3.7 if i oc it) 
16 gb ram
1060 6gb gpu
no ssd if it makes any difference.

Yes, with CPUs that do not provide enough performance that happens. R5 1600 is not a great CPU, but overclocking should help with performance, specially if it's a nice jump like +500MHz.
