This version of the game is not listed on the PS3 Game Library page, the version listed there is Monster Hunter Portal 3rd HD ver. (PlayStation 3 the Best) [BLJM55057] as untested.
Monster Hunter Portal 3rd HD ver. [BLJM85001] has a title of Install Disc in the Name column in RPCS3's window.
When I try to launch it I get the following error message: E Boot failed: F:/Emulators/rpcs3/dev_hdd0/disc/Monster Hunter Portable 3rd HD

What's the game folder layout?
Is this an install only disc or you can play from it?
    Desktop: Ryzen 7 5800X,   Radeon RX 6800 XT, 2x8G DDR4 3600MHz, Manjaro Linux
     Laptop: Ryzen 9 5900HX,  Radeon RX 6700M,   2x8G DDR4 3200MHz, Manjaro Linux

I have the same problem.
It's a disc game, but can't be added to rpcs3 library.
It has three folders. PS3_EXTRA, PS3_GAME, PS3_UPDATE and has a PS3_DISC.SFB file.

On the first "PS3_EXTRA" folder. there are some folders named from D000 to D024 and some other files.
D000 has a 1.14GB pkg file (MONSTER HUNTER PORTABLE 3rd HD Ver. [NPJB40001]) and I installed it but still can't boot this digital version.
D001 also has a pkg file (アドホック・パーティー [NPJA00040]), AdHoc Party, a soft for online services.

Digital version error message:

It's a PSP game, expected to not work, pspemu doesn't work
