Unable to "upload" an avatar

I keep having this problem where whenever I would make a link to a avatar I want to use, it's giving me this error:
   

No matter what I tried; changing to a different site, reiszing and uploading, copying a url to a link of a avatar of mine from another site, nothing seems to be really working
