Interpreter (precise) is grayed out
I'd like to know why that is?

Not implemented, but should be enabled soon since someone implemented parts of it
    Desktop: Ryzen 7 5800X,   Radeon RX 6800 XT, 2x8G DDR4 3600MHz, Manjaro Linux
     Laptop: Ryzen 9 5900HX,  Radeon RX 6700M,   2x8G DDR4 3200MHz, Manjaro Linux

LLVM recompiler (in SPU Decoder) is not implemented too?

You can't enable something that's not implemented.
PPU Precise has some implementation now, but shouldn't make much difference. You can manually enable it on config.yml
