Try lowering the resolution. Phantasy Star Universe had a resolution error like that and could never open in full screen. Maybe that's why the emu is having issues rendering a resolution of RE's magnitude. Lower the Res to 1024 x 768 and it should show the game. Also VSync isn't always bright and shiny as it claims to be. I never tried Vulkan so I wouldn't know anything on that topic, but try changing the setup between the following; VSync, Vulkan and D3D12 and the loading of the game should appear depending on which of the settings you choose on the emu.

It maybe a resolution error. Try changing up your settings including the res. Change the res to 1024 x 768 and change the graphics over to D3D12 (If you have it.) then the picture should appear on the Emulator itself.
