Trouble with extended desktop and RPCS3, fullscreens to wrong screen

I have my laptop hooked up to my HDTV and have no problem with countless emulators using extended desktop. But on RPCS3 when I fullscreen it defaults to monitor 1 which is my laptop but I want it do so on my TV. I even have it on my TV windowed and as soon as I make it fullscreen it switches to the computer monitor to be fullscreen and as soon as I make it windowed again it switches back to the TV. The same goes for even changing options in RPCS3 it won't let me change them on the TV monitor when I click on them nothing happens but if I move to computer monitor I can change the options. The only solution I've found is duplicate monitors but I need extended for a lot of other stuff and I'd rather not switch back and forth.
