Why does it look like 20FPS when it's running at 30FPS?

My notebook is powerful enough to run similar PC games at 60PFS very smoothly. However, when I play this 30FPS game it looks really janky, way rougher than actual 30FPS should look like.
What's going on here? Is there any setting I can change to make it look any better?

Since a single image won't be of much help, I've recorded a little clip showcasing the issue. Here

Ryzen 7 5700U
AMD Radeon Graphics
Windows 11
8GB of RAM

As I mentioned on Reddit, it seems that your AMD GPU drivers are very outdated
    Desktop: Ryzen 7 5800X,   Radeon RX 6800 XT, 2x8G DDR4 3600MHz, Manjaro Linux
     Laptop: Ryzen 9 5900HX,  Radeon RX 6700M,   2x8G DDR4 3200MHz, Manjaro Linux
Old Desktop: AMD FX-8350,     Radeon R9 280X,    2x4G DDR3 1600MHz, Manjaro Linux
