Weird CPU usage (?)

Using Intel Turbo Boost makes rpcs3 lower my clock speed in-game reducing my frames and introducing (more) audio stutters.

Unboosted I play Demon's Souls at up to 60fps depending on the area and the audio is mostly fine, but certain specific background noises keep cutting and repeating. I tried many combinations of Audio Buffering and Time Stretching but nothing worked. (other sounds and music were fine either way) Then I found a post describing that even with 60fps, my cpu could still be the issue causing the audio to stutter. So I tried enabling Intel Turbo Boost again, but to my surprise it just made it work worse halfing my fps and severe full audio stutters. 

Boosted or unboosted my CPU usage doesn't ever go above 50% utilization running rpcs3. Is this normal?

And is it possible to fix the audio stutter at all on my CPU? Or is it a corrupted install of the game?

I added the logs and some images to hopefully make it clearer what I mean.
