This is the same Simpsons game as "The Simpsons Game [BLES00142]". As in the thread for BLES00142 reported, this game differs by its German localization:

There is a known bug for game pad initialization. This can be solve by re-selecting the game pad device in the RPCS3 controller settings. Or (maybe ?) via the game patch.
Game is playable at constant ~30 FPS with the default RPCS3 settings.
