USB Arcade Joystick and Button help

I have built a stand-up arcade with happ buttons and joysticks running via a USB encoder into my PC.  I've been able to get the joysticks and buttons working via MMJoystick but it's not consistent.  For example, when I click up, it will continue to click up until I restart the game.  It will sometimes recognize the down stick, and sometimes not.  

I know it works properly because I'm able to run other emulators flawlessly.  Has anyone had any success getting something like this to work?  I've scoured the internet and can't find anything about this.
