Hello.

I'm wondering if my laptop (Acer Aspire 5) can run an RPCS3 emulator.

Specifications:
CPU: AMD Ryzen 5 4500U with Radeon Graphics (6 cores, 6 threads, up to 4.0 GHz)
RAM: 8 GB
GPU: AMD Radeon™ Graphics (deidacted VRAM 512 GB, total VRAM 4.2 GB)

Not properly, that CPU is too weak, and you're lacking a dGPU.
You can play very light games like Scott Pilgrim.

     Laptop: Ryzen 9 5900HX,  Radeon RX 6700M,   2x8G DDR4 3200MHz, Manjaro Linux
Old Desktop: AMD FX-8350,     Radeon R9 280X,    2x4G DDR3 1600MHz, Manjaro Linux

What about a Intel Core i5-11400F it's a budget CPU but a pretty damn good one for the price

Yeah, that's within recommended specs, but you still need a GPU
