Skate 3 Low FPS

I have a Ryzen 5 3600 and a Geforce Gtx 1060 and Skate 3 is still playing at very low fps from 10-30 and the game is barely playable. I was wondering how I could increase fps. I'm not sure why this is happening its not a hardware issue it seems because I can run any AAA game at high settings so this seems odd that skate 3 of all things is running this poorly.

Also, running native PC games properly doesn't mean you'll run emulated PS3 games properly, that makes no sense, if anything the opposite would make sense
