I let RPCS3 update from 0.0.34-17183-8dbe8878 to 0.0.34-17326-9407974c and Blur [BLUS30295] now freezes animating the Activision logo on boot.
workaround is to roll back to 0.0.34-17183-8dbe8878 and it proceeds to complete animating the Activision logo, animates the Bizarre Creations logo, and present the start screen. When you press Start, the intro animation starts.
hardware: 2020 M1 MacBookPro 16GB 1TB

not a high priority as game isn't able to proceed later in the game (perhaps related) but I thought I'd point it out as it is 100% reproducible on this end.
I've deleted and recreated caches and it didn't help. rolling back is the only remedy.
also attaching my custom config which is built from the recommended settings for Blur
