RPCS3 ISSUE? OR MY SPEC ISSUE? [Suddenly LAG]

Hey im new here i want to ask if This spec can run RPCS3?

AMD ATHLON X4 860K QUAD CORE
RX 570 4GB
RAM 8GB
SSD & HDD

Why im asking?. soooo Back in few days ago, im with my young brother play HAJIME NO IPPO and theres no lag and even the game running smoothly. but then suddenly In next day without any update from RPCS3 and changes on my PC. the game Turn so laggy in every game im even Re-install the windows and it same..... Is this my spec issue or RPCS3 issue?

That CPU is garbage, games will boot and that's all, performance will be horrible.
