I'm trying to unlock the full game of TMNT Turtles in Time: Reshelled (NPUB30107).
I have the RAP file for it. I used to just put it in \dev_hdd0\home\00000001\exdata\
Just now I came back to RPCS3 and tried the very recent build 14090 and it's not unlocking the full game. What am I supposed to do now?

You probably need an .edat, specially if it's a trial that activates to full game. See if you have one in your console, if it's there you also need to dump it.

Yes, it's a trial. It only needed the .rap file before for full unlocking of the game in an RPCS3 build I used from last year. It never needed a .edat before. Since when did this change happen?
It always needed an edat, what you may have is an edat with the wrong extension, which no longer works since it also doesn't on console.

I just renamed my .rap to .edat but it still didn't work.

I'm in the same situation. The machine I use for RPCS3 was in storage for about a year, and now that I have reinstalled Windows and auto-updated to the latest RPCS3, all of my PSN games that I had licenses for all say "Trial."
Titles include
Burnout Crash! NPUB30464
Castle of Illusion NPUB31099
Hell Yeah NPUB30750
and more
All of these titles were ripped from my PS3 and were working fine before this. What would the edat file extension have been previously? I went searching through the file system for anything mentioning NPUB30304 (Pac Man Championship DX, another affected title) and didn't find any edats but one (reserved.edat) in the game\NPUB30304\USRDIR directory. Just for fun, I tried using the RPCS3 GUI to import the edat, and it copied it to the location with a bunch of .rap files, but that didn't change anything.
As a last resort, I can try binary searching for the version this regressed, but if this is a known issue that I can fix with some file system surgery, I'd prefer that approach.

Show the exact layout of your exdata folder: what's the size of your file (in bytes), the filename and the exact directory it's in

Just for info, the key should look something like this "EP1004-BLES00680_00-REDDEADDLCMPMAPP.RAP", from my experience you should not rename it before applying it otherwise the game will not activate. On the other hand the game in pkg can be renamed.
