Playable doesn't mean playable for you, try a 5 ghz i7-7700k with TSX or maybe Ryzen.

I have a Ivy Bridge i7 at 4.6 Ghz which excels at heating my room Big Grin.

Was not TSX disabled from Haswell, Broadwell, Skylake because their implementation was sloppy? did they finally made it work on Kaby lake?

I want to ask, I'm using the latest build and even add a patch file to boost my FPS. Yea it is boosting my FPS from 30 to 60 FPS. But the game still kinda laggy. It still hit 0.-ish even though the FPS is higher in some part of the game than when not having the patch file. Cutscenes, animations have 20-30fps but still lag. I wonder what's wrong? Ah and the audio still stuttering as well.

My spec:
CPU: AMD FX-4300 3.8GHz (Overclocked to 4GHz)
GPU: AMD RX 460 2GB
RAM: 16GB

Your CPU is the lowest of the low end you could have. And there's no amount of overclock that could save it.
There are no miracles you or optimizations can do there, you have to buy a new one.

The new generation of Intel comes with extra cores try to aim for the i5K (8th generation), you will need a new motherboard (z300) and new ram (DDR4) so is a lot of money, but it will surely last you a lot. I would not invest in a single USD into a FX CPU at this point to be honest, better save up to get something better later even if it takes a while. 

I will also get out of my way to suggest you to save for a Nvidia GTX 1160 Volta. Good luck at that.

GPU barely matters for emulation, won't impact performance.
8350 is equally crap, don't burn your money on it or on any AM3+ CPU. It's a waste of money, and performance will still be crap, just a little less crap.

If you paid more than 500€ (aiming high here, it's worth less) for that PC, assuming it's new and has proper parts for the rest, you have been scammed hard. You bought a dead socket and the worse CPU in a terrible line of CPUs.
