Well in order to start it correctly.. You need (at least, in most cases)
1. VS2013 redistribute. rpcs3 is compiled in VS2013. Maybe you would need more VS redists.. you can get yourself a latest version of VCRedist Installer.
2. x64 architecture CPU and OS, with SSE3 support. rpcs3 runs largely depends SSE4 feature, and rpcs3 have only x64 version now.
Please tell us how you tried to solve the problem, and show us the screenshot of the error, with a picture including rpcs3 folder.
It could never help if you just tell us that doesn't work, cause you're using Windows. Orz.

Now only SSSE3 is required. Even for SPU JIT.

Thanks for the actual info, Neko.
I am missing the plan of rpcs3 now.
I've seen citra planning for gdb stub implementation, on their TODO. Maybe they were thinking for using it as a debugging system, with IDA or GDB, and taking original console as a reference. I know rpcs3 would simply skip all LLE modules. If those could be loaded and run correctly, maybe it is considerable for rpcs3.
Sorry for comparsion between rpcs3 and citra, however it seems taking some better steps that made me envy. Any.. yep that is not for a ps3.

Hope you catch more nice thoughts when developing.
