Can you open a ticket on our GitHub to better track the issue?

We still don't understand what's the issue from what was logged, it's super weird

Greetings Ani,

Is there a delay on opening an account on the GitHub and being able to open issues, I get the following message " An owner of this repository has limited the ability to open an issue from new users."
