I don't know what is the minimum for a gpu but if I don't put my GTX1060 at constant "prefer maximum performance" from the nvidia control panel,the shaders creation is a lot more notable.
For a cpu,my i7-6700HQ is weaker than 2600x(not by a lot)and I limit it to base clock(I don't enable turbo mode because of noise and heat for not much fps difference)but I clear:
Atelier Shallie - - 60fps except on some battles with a lot of effects and some areas
Atelier Escha & Logy - same but less often
Ar nosurge: Ode to an Unborn Star - I didn't clear it yet but same as above
Ar tonelico Qoga Knell of Ar Ciel - same
Persona 5 - above 30fps(using the 60fps patch)except in some areas
I don't know how using linux will affect the speed
