This was an update suggestion. I think that Dolphin emulated Triforce at one point RPCS3 could do the same thing with PS3 based hardware.

I am sure it can be emulated with rpcs3 code. Just somebody need to reverse engineer whole system and adapt rpcs3 codebase to namco initialization procedures. Its not easy task to deal with all arcade encryption stuff
Well then you may have to adapt something from Teknoparrot and how it decrypts stuff. Probably how it would work is how you would use the Blu Ray drive to dump PS3 games, but then put in the Namco software CD and RPCS3 would decrypt it.
