Yes its simple
1. right click your desktop and select new->create shortcut
2. In the location box select where you have rpsc3.exe file located at and a space then add your game in "" to it.
rpsc3.exe "PS3_GAME\USRDIR\eboot.bin"
It should being playing your game of choice
