I'm always a bit disappointed when I read negative comments speculating about the developers intentions. The devs aren't prioritizing high end system performance over low end performance. They are prioritizing proper implementation over hacky solutions while also being mindful of performance. A hacky solution may be slightly faster but generally doesn't give the proper results and this causes problems down the line. They are very mindful of non-tsx people like us. I see non-tsx optimizations on the GitHub quite often and they've been very impactful. A year and a half ago I was at 18fps in Shibuya, nowadays I average 27. A staggering improvement.
I don't get much choppy sound but I'm running an i7-3770 which is a small bit faster than yours and has hyper-threading. I did notice when I set my audio buffer to 188 (as yours is) I got quite a bit more stuttering. After a few hours of testing and retesting different values the default 100ms seemed to be the best for me and I only get stutter when large changes in the scene occur (e.g. I do a 180 in Shibuya). My settings are practically default and I'm on the latest release.
It may be your CPU is just a tad bit too slow, the threads could be overwhelmed or maybe your CPU is thermal throttling. Definitely check for the third one, many people miss that when it happens. If your CPU isn't thermal throttling you can try to bisect where a regression may have occurred, try a faster CPU or wait for more improvements.
In the meantime I would appreciate it if you would try to be more respectful to the devs. They are working hard to make RPCS3 amazing. Even for people who don't have the latest and greatest machines.
