FPS consistently between 30-60 FPS. Not sure why though. In menu it's the full 60 FPS though.

I would think you should be able to play it without any issues.  Try the SPU Decoder: ASMJIT Recompiler and OpenGL GPU Renderer.  You could also try disabling the audio and playing a game.  That will usually speed up the game play.
