Problem is fixed by using "PPU interpreter (fast)" in settings.
In 15 minutes of the game I did not encountered a problem with "freezing".
I used a Vulkan. I don't know about OpenGL.
Perhaps this also works on OpenGL too.
My game is the same running 17 fps in cutscenes, 20-30 fps in the battle. I do not think my settings will help you.
