Disgaea 3: Absence of Justice [BLUS30181]

I get 15-20 fps in the hub area. I ran it uncapped at first at the tutorial battles would run around 90 fps, and the cutscenes were slightly over 100 fps.

This is similar to my experience except I get around 30 fps in the hub and 140 fps in the tutorial battle. Is this the norm? Is there a fix? I wonder if it's related to how many NPCs are in the area. Oddly enough, Disgaea 4's hub world runs really well for me but in the tutorial battle I get closer to 45 fps which isn't bad, but 60 would be nice. I have the patch.yml though I'm not sure how you're supposed to tell if it's working or not. Should there be a direct reference to it in the log? 

Also how do you uninstall update pkg's after you've installed them? Because I think I'm getting issues related to one I installed. Disgaea 3 won't boot at all after I installed a certain one. Edit: Deleting the game folder in hdd0 worked.
