ppsspp is a fine example of good multi platform developement. That thing seems to run on everything, and does so with amazing performance.
But to be fair, nothing else than a über gaming rig, which probably runs Windows anyway, will be able to run rpcs3 for like 10-20 years, so whatwever.

Directx 9/10/11 -> (windows only)
OpenGL / OpenGL ES 3.0 -> Cross-platform Windows / Linux / mac os x and Android.
Some games working graphics fine with Opengl plugin but others working better with Directx renderer you can complete best compatibility hardware in general .
anyway ps3 emulation is far from complete
