Does rpcs3 in anyway sandbox the roms? For example do roms have accsess to the root file system?

RPCS3 emulates the PS3 guest filesystem with a virtual file system with the same type of permissions
If you want to access the root file system, you need to enable /host_root/ access in the emulator settings, which is disabled by default
