EDIT: Added a new capture with the window border

Weird. Try wiping your config and clearing the cache.

Oh, I noticed you have a different version of the game, mine is NPEB00630. Maybe the other release didn't get fixed yet.
I guess I'm posting in the wrong thread.

Try this config.

There is no need to change a lot of the things that Mock did in his config file attached above for this to work.

I just tested it again and besides the default options, the only two things you have to change for this effing game to work properly on latest builds are:

In the GPU tab, you just need to change FRAMELIMIT to PS3 Native, and check the "Disable Vertex Cache" option on the right side in Additional Settings. And that's it.

You can even change the resolution scaling if you want up to 4K or whatever. No need to check strict rendering, Multithreaded RSX, Asynchonous Texture Streaming, or anything else really. With default settings and the two modifications I'd mentioned above, you ready to go. No flickering textures.

I will not attach any log file with my post because last time I did, no one bothered to download it to check it out not even once.

Tested with:
RPCS3 0.0.23-13883-befd7ceb Alpha and also RPCS3 0.0.23-13964-0ba0f9d2 Alpha
CPU AMD Ryzen 7 5800X3D
GPU Nvidia RTX 3080Ti with latest driver as of July 25th 2022.

Settings: on GPU tab, change FRAMELIMIT to PS3 Native, check "Disable Vertex Cache", the rest if default.

I've made a short video showing that it works. It shows before and after the fix.

I can confirm that this fixed it, even on a older build like mine. And only a very minor performance hit in some crowded areas (my PC isn't that powerful, so that's expected)

I can also confirm I didin't read the logs, I wouldn't understand much   Shy

There is no performance penalty, unless you're running at 4K with a very low end GPU.

I've simulated this game running on just ONE core with TWO Threads, and it still runs at 60FPS.

Pics attached below in the post. I've even recorded a video, but I don't think it's worth uploading it.

I already had it recorded, so I thought? Why not? Here it is:
