It is not playable.. on my hardware with the 8 cores locked at 4.4ghz, and this is 11th gen, much faster than the quad core in this link
https://forums.rpcs3.net/thread-198520.html
where he claims it is playable.
I get 25 FPS. I presume a desktop with 11thgen at 5ghz would get about 28 - 30 FPS.
It's only showing 15% cpu usage. when it is at 25 FPS. It feels wrong, slow.. it's a 60 FPS game!
It was playable on an older version of RPCS3 before it needed the interpreter to be chosen to avoid texture flickering/corruption.
I am only trying to keep it real here and be helpful and test whatever I own a legit copy of. Maybe on new alder lake with all those threads? But who knows. In my tests, RPCS3 itself can max out 16 threads, which is what my computer has ( I have tested it on a 32 thread desktop and it only used 16 itself).
This should be moved to ingame. If it can't properly play on an 11th gen 16 threads locked at 4.4ghz with no speed fluctuation and mobile RTX 3070 which is equal to desktop 2070, then it's not playable.
EDIT, when I posted this, the last post I saw was "it doesn't even work on top hardware:". Somehow I didn't realise there were posts after that.
So I will try the new suggestions with the 4:3 trick etc and BRB and see if I can get it working at reasonable frame rate and GFX.
My apologies for any possible mistake on my part.
Second Edit, that fix works! I thought the aspect ratio was off when choosing 16:9, the 720x576 resolution and "stretch to display area" but I was wrong.
I compared it with the xbox 360 version in xenia and it is the same.
I could even upscale to 4K no problems.. 60 FPS lock.
So yes it's playable.
My sincere apologies!
It's even in the WIKI. I want to facepalm myself LOL.
The only caveat is that you HAVE to have the window maxed out or be in full screen, cause this option is actually changing the aspect ratio on the fly depending on window size.
