This game is playable as of the most recent build (rpcs3-v0.0.6-7830-4ea76def_win64). I was able to complete the game from start to finish and I get ~60 fps in the entire game. My PC spec is:
HP Omen 15-dc0051nr Gaming Laptop
Windows 10 Pro
16 GB RAM
NVidia GeForce GTX 1060 6GB Notebook
Intel Core i7-8750H Hex Core @4.1 GHz

I'm not quite able to maintain 60 FPS, But I can maintain about 30 FPS.

Still messing around with the settings, but it does seem like it could be playable.

In my opinion, the game must come back to ingame, because sometimes there are problems with the grass and there is no stable 60fps.
It leaves the opinions of the administration.

This is definitely playable and the previously mentioned issues with the grass flickering have now been resolved, however I came across a couple of other minor graphical issues - some of the menu text appears glitched when choosing a car and the text at the start of a race appears as blocks instead of letters.

I found the menu text can be fixed by enabling the Strict Rendering Mode setting under the GPU tab > Additional Settings (although the framerate plummets everywhere where it fixes the problem). The in-race text seems to show correctly when Write Depth Buffers and Read Depth Buffers are enabled under the Advanced tab.
